The Australian Health Practitioner Regulation Agency (Ahpra) works in partnership with 15 National Boards to implement the national regulatory scheme for health professionals. The purpose of health practitioner regulation is to protect the public by ensuring that only health practitioners who have the skills, qualifications, and knowledge to provide safe care are registered.
Reporting to the National Manager, Registration (Program Management), this role provides expert clinical guidance in nursing and midwifery for the development and delivery of IQNM examinations, including OSCE and MCQ assessments. Working closely with the IQNM Exams Team, the Senior Project Officer ensures the integrity and sustainability of the OBA pathway, with a primary focus on the Internationally Qualified Midwifery exam and contribution to the nursing exam. The position fosters collaboration with examiners, external providers, and Ahpra teams to maintain robust frameworks and uphold professional standards.
This is a full time, fixed term (up to December 2026) and can be located in any Ahpra location with a preference for Melbourne. Regular interstate travel is an operational requirement for the role.
In this role you will:
- Maintain and enhance the quality and integrity of OBA procedures and governance from a clinical midwifery perspective, ensuring alignment with Ahpra standards.
- Deliver OSCE and MCQ examinations to established standards, providing a consistent and clear candidate experience.
- Build and sustain strategic relationships with internal teams and external stakeholders to foster trust and confidence in the OBA pathway.
- Provide expert midwifery input into exam development, including OSCE/MCQ content, rubrics, scoring, and supporting materials.
- Contribute nursing expertise to the development of IQN clinical examinations as required.
- Offer professional advice and recommendations to decision-making groups, ensuring quality and best practice in exam processes.
- Support examiner management, training, and quality assurance for clinical exams.
- Collaborate with the National Manager to address risks and issues, and uphold health, safety, and wellbeing standards.
- Foster a positive team culture within the nursing and midwifery team while aligning with Ahpra’s values of Respect, Integrity, Collaboration, and Achievement.

As the ideal candidate, you will demonstrate the following:
- Current midwifery qualification and NMBA registration (mandatory).
- Nursing qualification and NMBA registration (mandatory).
- Certificate IV in Training & Assessment (desirable).
- Expertise in clinical exam development and coordination (OSCE/MCQ writing, rubrics, scoring, examiner management).
- Experience in training and/or education environments.
- Ability to develop and maintain governance and procedural frameworks.
- Strong problem-solving skills with capacity to resolve critical issues and provide authoritative advice.
- Excellent interpersonal and communication skills for collaboration and stakeholder management.
- Highly organised with strong time management and ability to meet deadlines.
- Advanced verbal and written communication skills, including negotiation, conflict resolution, and change management.
